I tripped over gdb/testsuite/configure again, and realized there's no
deep reason to have it around.  It just slows down the build without
providing much value.  After removing it, I found a few other small
build cleanups to do.  This series is the result.

Ideally we'd also remove the subdir Makefiles and have a unified
build.  This probably isn't very hard, because the subdirectory
Makefiles don't actually do very much; but I didn't attempt this.
