The attached change disables the use of GNU-stack notes on hppa-linux.  
The Linux kernel
requires an executable stack for syscall restarts and signal returns.  
Enabling GNU-stack notes
breaks glibc signal handling.

Committed to trunk and gcc-8 branch.
