This patch changes the Go frontend to not localize names in export
data.  Localizing these names causes the compiler output to change
depending on the LANG environment variable, so don't do it.
Bootstrapped and ran Go testsuite on x86_64-pc-linux-gnu.  Committed
to mainline.
