This deletes a comment that was accidentally carried over from the MIPS port
that was used as the base for the RISC-V port.  This comment is present in
the MIPS port in gcc-4.8, but it is not relevant to RISC-V, at least not the
current definition of RISC-V.

This was tested with riscv{32,64}-{elf,linux} gcc builds.
